PALMYRA TOWNSHIP – WAYNE COUNTY  July 2, 2018

Chairman Steffen called the meeting to order at 6:30 PM.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hamby and Supervisor Kmetz were present. Supervisor Kmetz made a motion to accept the previous month’s minutes with 2 corrections (paragraph 3 change Hamby to Kmetz and change the date of the next meeting) with a second by Supervisor Hamby and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hamby and all Supervisors voting yes.

Police Report was given by Officer Paquette and is on file

Fire Report was given by Scott Mead and is on file.

Ambulance Report - No one was present to give the report.

Chairman Steffen made a motion to designate White Mills Ambulance to take over the coverage area that was previously covered by Hawley Ambulance with a second by Supervisor Kmetz and all Supervisors voting yes. This motion supersedes the motion last month where Commonwealth Health was designated.

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz stated that were 2 sealed bids to open one from Wayco, Inc. and the other one was from Leeward Construction for the work that needs to be done on Spruce Street and Palm Avenue. Wayco, Inc. came in at $40,458.54 and Leeward Construction was $29,411.70. Supervisor Kmetz made a motion to accept the bid offered by Leeward Construction in the amount of $29,411.70 contingent upon the Solicitor’s advice that the paperwork was correct with a second by Supervisor Hamby and all Supervisors voting yes.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received 2 requests from the Wayne County Commissioners:

One asking the Board to make available to the public the petition to save the Hankins Pond Dam from demolition;

Two the Commissioners asked that the Board appoint a person to represent the township to be a member of the formal Study Committee on the Trails Planning Project from Honesdale to Hawley. The Board appointed Paul Natale to serve.

Public Comment - Kathy Martin introduced herself to the Board explaining that she was resident of Lakeville, Pa. and would be running for District Attorney of Wayne County.

Building Expansion Report - Chairman Steffen stated that the building expansion is in progress.

Zoning Report was given by Mr. Natale and is on file. Mr. Natale stated Ms. Osborne’s garbage had been cleaned up and removed. In reference to other matters on garbage, Mr. Natale asked the Board for permission to go to the next step in enforcing the cleanup for Mr. Sherman on Ridge Avenue and Mr. Hook on Columbus Avenue. He stated that their 30 days would be coming to a close on July8th and he would like permission to file complaints with the magistrate if needed. Chairman Steffen made a motion to have Solicitor Treat represent the township in the event Mr. Natale had to file complaints with a second by Supervisor Hamby and all Supervisors voting yes.

Planning Commission - Mr. Natale stated that there was nothing to report.

Public Comment - None

Emergency Management - Supervisor Hamby stated there was nothing to report.

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - He stated he nothing to report.

Public Comment - None

Supervisor Hamby made a motion to adjourn at 6:47 PM with a second by Chairman Steffen and all Supervisors voting yes.
