PALMYRA TOWNSHIP – WAYNE COUNTY July 5, 2023

Chairman Steffen called the board of supervisors meeting to order at 6:30 PM. Roll call showed all supervisors were present.

Mike Hanf’s resignation has become official as of July 1, 2023.

Last month’s minutes were reviewed and accepted as written. Supervisor Kmetz made a motion to accept the previous month’s minutes with a second by Chairman Steffen and all supervisors voting yes.

The Treasurer’s Report was given by Shayla Gouger and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the treasurers report with a second by Supervisor Kmetz and all supervisors voting yes.

Bill List number #7 was presented. Chairman Steffen made a motion to pay bill list with a second by Supervisor Kmetz and all supervisors voting yes.

Police Report was given by Officer Arron Bertholf and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report was given by Chairman Steffen. PPH has officially signed with Pennsylvania Ambulance. PPH did not meet in June. The first assessment of PPH will be July 26, 2023.
The township has started to receive bills for Lake Region Ambulance. As per our solicitor we are to pay these bills until we can figure out the next steps regarding the assets.
Two bills are to be paid from the ambulance tax account in the total amount of $2,902.63.
A motion was made by Chairman Steffen to allow Solicitor Treat to continue to work with the district attorney regarding the assets of Lake Region Ambulance, with a second from Supervisor Kmetz and all Supervisors voting yes.

Road Report was given by Road Master Kmetz and is on file.

Public Comment Concerning the resignation of Mike Hanf the board has 30 days to appoint a supervisor. We have received two letters of intent for the position.
An executive session to discuss possible candidates for supervisor was held. After the session the board received 2 applicants. One applicant has a full complete application and decided to give one applicant time to respond to qualification questions.
There will be an interview and meeting on July 18, 2023 at 6:30 pm for any interested candidates. We will be making an appointment to the position that night.

Correspondence The Township received its normal newsletters, pamphlets, brochures, and magazines.

Zoning Report was given by Paul Natale for the month. Last month’s signing of the new zoning maps became null and void due to the proper procedure not being followed on the Kylie and Associates side of the matter.
Maps were reprinted, corrected, and accepted by the Wayne County and can now be signed and submitted.
A motion was made by Chairman Steffen to resign the new Zoning maps, with a second by Supervisor Kmetz and all supervisors voting yes.

The Planning Commission has nothing to report. Report of Digitizing Records was given by Paul Natale.

Emergency Management has nothing to report.

Solicitor’s Report has nothing to report outside what was openly discussed and handled at meeting.

Final Call for Public Comment - Gary VanOrden asked if there was an application for or a conditional use hearing for a house on Oak Street that is being converted.
Paul stated if all specs are met, there is no reason the house couldn’t be converted.
Parking is a concern, but it is not part of the final determination if they can remodel. Parking becomes a property owners’ concern not the townships.
Andrea White asked if Harmony in the Woods had any thoughts of expanding. They were supposed to be present at a past meeting but never showed up. Harmony has yet to reach out again about the expansion.

Supervisor Kmetz made a motion to adjourn at 7:03 PM with a second by Chairman Steffen and all Supervisors voting yes.

Next scheduled meeting is Monday August 7, 2023, at 6:30 PM.
