PALMYRA TOWNSHIP – WAYNE COUNTY June 6 , 2022

Chairman Steffen called the regular meeting to order at 6:30 PM. Roll call of the Supervisors showed that all supervisors were present . Supervisor Kmetz made a motion to accept the previous month’s minutes with a second by Chairman Hanf and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hanf and all Supervisors voting yes.

Police Report - No one was present, and report is on file.

Fire Report - No one was present, and report will be on file once received .

Ambulance Report - No one was present, and report is on file. PP and H ambulance services meeting took place last month. They are currently still awaiting the Articles of corporation and hope to be obtained by next month’s meeting.

Road Report was given by Road Master Kmetz and is on file. Chairman Steffen addressed Sutter Court and Mr. Mark Posdon’s work he was doing to the drainage and the ditch. Chairman Steffen stated he made a trip to Sutter Court with Mr. Posdon immediately following the meeting last month. Chairman Steffen and Mr. Posdon had conversation about Sutter Court and Chairman Steffen said that after the conversation both seemed to be on the same page about the profile of the roadway . After 2 follow up visits Mr. Posdon has yet to fix the ditch and the grade and slope and is now roughly 15 inches from the blacktop . A letter had been drafted showing what the township would like to see regarding the slope and ditch line as well as the townships concerns . A motion was made by Chairman Steffen to send this letter to Mr. Posdon to address these issues on Sutter Court, with a second by Supervisor Kmetz and all supervisors voting yes. A copy of the letter is on file.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. Hawley Area minutes were received. As well as a letter from Wallenpaupack School District regarding a grant application they will be filing to seek financial assistance to support the total cost of road drainage and resurfacing work to be completed in the school district. Haire sent information on Safety Improvement Grants for up to $15,000 to help improve the safety of your day-to-day operations.

Zoning Report was given by Paul Natale.

Conditional Use Hearing Last month’s conditional use hearing was revisited for Tree Top Getaways. Tree Top Getaways has asked that the board re consider condition 1 on the Conditional Use Agreement that the board has set. Tree Top Getaways asked that the board amend condition number 1 Lot Consolidation. According to Tree Top Getaways it is financially more sustainable for them to purchase the lots separately but have all intentions to purchase the other 2 parcels in the future. They plan to buy the large commercial lot first. Chairman Steffen made motion for Mr. Treat to amend condition number 1 Lot Consolidation and reiterate the need to follow all zoning and setbacks on the single parcel purchase, with a second by Supervisor Hanf and all supervisors voting yes.

Emergency Management - Nothing to report.

Solicitor’s Report - Attorney Jeff Treat stated that he has worked on and presented a new outline of a Short-Term (29 day) Rental ordinance for the supervisors to look over. He suggested we get the ordinance out for public comment and that we meet with at new local business next month that is handling local township Short Term Rental Ordinances and see a presentation on how the business could help us as a third-party enforcer . Discussion continues how extreme we would like to go in terms of fire suppression , carbon monoxide alarms , hotel tax, and if these properties would be considered commercial property .

Public Comment - Speed Limit signs are still not up on Rocky View Drive. Public concern is growing as the speed is growing worse. Supervisor Kmetz is going to look for 25mph speed limit signs to see if we have any here. We will order them should we not have them. We will be placing 4 signs on the road. One at the top, one at the bottom and 2 in the middle (one for each direction). Supervisor Kmetz will research the distance between signs and stipulations. A motion was made by Supervisor Hanf to install 4 speed limit signs on Rocky View Drive with a second by Supervisor Kmetz and all supervisors voting yes.

Chairman Steffen suggested that the township donate $1,500 to Cruise Fest sponsored by Shooky and Community Dock Foundation, to help local emergency services. Chairman Steffen made a motion to donate the $1,500 on behalf of the township, with a second by Supervisor Hanf and all supervisors voting yes.

Chairman Steffen made a motion to adjourn at 6:58 PM w ith a second by Supervisor Kmetz and all Supervisors voting yes.
