PALMYRA TOWNSHIP – WAYNE COUNTY February 7, 2022

Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen, Supervisor Hanf and Supervisor Kmetz were all present. Supervisor Hanf made a motion to accept the previous month’s minutes as written with a second by Supervisor Kmetz and all Supervisors voting yes.

Treasurer’s Report was given by Ms. Powderly and is on file as well as posted on the back wall. Ms. Powderly was excused after her report. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills were read by Shayla Flanagan and are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Hanf and all Supervisors voting yes.

Police Report was given by Officer Bertholf and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report was given by Jeff Phy and is on file.

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz requested to purchase new equipment (floor jack, impact wrench) for use in maintaining the trucks and tools. Road Master Kmetz also requested we look into expanding the garage in order to house the equipment in a more suitable manner. Supervisor Hanf made a motion to purchase tools and explore expanding the garage with bids for construction, with a second from Chairman Steffen. All Supervisors voting yes.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

Zoning Report was given by Paul Natale. Mr. Treat and Paul were able to get conviction on Mr. Dreyer. Township was awarded and will continue to pursue. Mr. Dreyer has 30 days to appeal the judge’s decision.

Report of Digitizing Records was given by Paul Natale. Paul stated there was missing/extra documentation and final ordinances in the old records along with mistakes in the table of contents. Paul brought an example of the incorrect paperwork and Mr. Treat was able to recall a particular road ordinance and was able to assist in clarification. Paul will follow up with miscellaneous papers and location of new information.

Emergency Management Supervisor Hanf stated there was nothing to report.

Crime Report Supervisor Kmetz stated there was nothing to report. With no reports or incident and lack of involvement, this section will be removed from meeting and minutes going forward.

Solicitor’s Report Mr. Jeff Treat stated that he received letter from attorney Henry representing ER Linde Construction Middle Creek Quarry expansion and forwarded it to the board.
Request for zoom meeting via Henry was denied and board requested meeting be in person. Mr. Treat suggested that the board obtain information from the quarry such as a present day map which shows, boundary lines of their land, the district which township laid out and the present day mining operations.
Contradicting maps from county and township have industrial area mapped with different zones. A “leg” area is in question shown on the county map but not the township map.
No ordinance or minutes have been located to confirm the addition of the “leg” in the township archives. Mr. Treat made recommendation that the board authorize him to send a letter to Attorney Henry for the requested overlay maps of the existing mining over the district that now exists as well as a boundary line of the existing parcel and a second motion to add this meeting between Supervisors and Attorney Henry to the agenda.
Chairman Steffen made the motion for a revised survey map showing the existing lines with Supervisor Hanf seconding the motion. All Supervisors voting yes. Second motion made by Chairman Steffen is the meeting be added to the agenda and advertised once all maps are received from Attorney Henry, with a second by Supervisor Kmetz.

Chairman Steffen made a motion to adjourn at 7:15 PM with a second by Supervisor Kmetz and all Supervisors voting yes. Next scheduled meeting is March 7, 2022 at 6:30 PM.
