PALMYRA TOWNSHIP – WAYNE COUNTY November 1, 2021

Chairman Steffen called the regular township meeting to order at 7:15 PM due to the Conditional Use Hearing for ECA Solar running late. A full transcript of the hearing will be on file at the township office building. There were no decisions made at the end of the hearing they will be taken up at the December 6, 2021 meeting.

Roll call of the Supervisors showed that Chairman Steffen, Supervisor Kmetz and Supervisor Hanf were present. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Supervisor Hanf. Supervisor Kmetz and Supervisor Hanf voted yes and Chairman Steffen abstaining since he was absent for that meeting.

Treasurer’s Report is on file as well as posted on the back wall.  Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Hanf and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to advertise for a Certified Public Accountant to do the 2021 audit for the township with a second by Supervisor Hanf and all Supervisors voting yes.

Chairman Steffen made a motion to appoint Paul Natale to seek proposals to digitize the township records with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to adopt Resolution 2021-04 (Resolution to Levy Tax to Support Ambulance, Rescue and Other Emergency Services Serving the Township a half mil tax) with a second by Supervisor Kmetz and all Supervisors voting yes.

Chairman Steffen made a motion to advertise the 2022 Budget with a second by Supervisor Hanf and all Supervisors voting yes.

Police Report is on file.

Fire Report is on file.

Ambulance Report was given by Jeff Phy and is on file. He stated that Lake Region Ambulance was designated as Advanced Life Support for Wayne and Pike County’s as of October 4, 2021. Chairman Steffen stated there was no meeting of the ambulance committee for the month of October.

Road Report was given by Road Master Kmetz and is on file. Supervisor Kmetz stated that the 2007 truck was sold for the price of $9,500.00 and that Wayco had finished with the tarring of the road edges so payment could be made.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.
Wayne County Department of Planning notified the township of the corrections that needed to be made to the Erway subdivision.
The township received the Hawley Area Authority minutes.
The Wallenpaupack North Elementary School invited the township to the Veteran’s Day celebration on November 11th at 6:00PM being held on the football field of the Wallenpaupack High School.
US Congressman Matt Cartwright invited the township to attend a Municipal Leaders and Staff meeting on November 10th from 6:00 to 8:00PM at Wilkes University.

Zoning Report was given by Mr. Natale and is on file.

Gary Flood representing the Erway’s stated that all corrections had been made per the Wayne County Department of Planning and with that being said Chairman Steffen made a motion to approve only Lot 2 of the subdivision that gives access to Rocky Run Road with a second by Supervisor Hanf and all Supervisors voting yes.

Planning Commission Mr. Natale stated that there was nothing to report.

Emergency Management Supervisor Hanf stated there was nothing to report.

Crime Report Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report Mr. Treat stated that he nothing new to report.

Public Comment Mr. Sader asked about changing speed limits and the Solicitor informed him that Harmony in the Woods would have to request the Board of Supervisors about having the speed limits changed and that would need to be in writing and once the letter was received the Board would request PennDot to do a traffic study. Mr. Sader went on to say in the future the Skier Foundation may be asking for additional parking spaces.

Chairman Steffen made a motion to adjourn at 7:50PM with a second by Supervisor Hanf and all Supervisors voting yes. The next scheduled meeting is December 6, 2021 at 6:30 PM.
