PALMYRA TOWNSHIP – WAYNE COUNTY MARCH 1, 2021

Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen and Supervisor Kmetz were present. Supervisor Hanf was unable to attend. Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Chairman Steffen and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall. Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Paquette and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report was given by Jeff Phy and is on file. He stated that the new name for Hawley Ambulance is Lake Region EMS. White Mills Ambulance responded via Face Time that they had 3 calls with the township.

Road Report was given by Road Master Kmetz and is on file. Since the 2007 Ford truck will not pass inspection next year it was decided to look for a new or used truck to replace it and to bring any information to the next scheduled meeting for review.

Chairman Steffen called for an Executive Session to discuss an employee matter at 6:36 PM. Chairman Steffen reconvened the meeting at 6:40 PM.

Chairman Steffen made a motion to increase William Carson’s hourly wage from $24.00 per hour to $40.00 per hour especially since most of the work is done in his shop with a second by Supervisor Kmetz and all Supervisors voting yes.

Correspondence The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall. The township received the Compliance Audit for the Texas Township Volunteer Firefighters Relief Association for the period January 1, 2018 to December 31, 2019. The township received the Annual Report for the 2020 Wayne County Planning Commission. Penn Dot notified the township that $61,888.58 in liquid fuel monies as well as $3,520.00 for road turn-backs was deposited into our state road account on March 1, 2021.

Zoning Report was given by Mr. Natale and is on file.

Public Comment - The owner of the Black and Brass Coffee Company Travis Rivera and his Consultant John O’Reilly attended the meeting for information on how to obtain a conditional use permit so they could expand their company into our township. Mr. Rivera stated that he wanted to consolidate his company and was looking to purchase Barbara’s Book Store located on Route 6. Chairman Steffen stated that the owner of the property has to apply for the conditional use. Solicitor Treat informed Mr. Rivera that he would need an Agreement of Sale stating that the sale of the property is contingent upon the conditional use being granted or a notarized letter from the owner. After this is obtained, he would have to come before the Planning Commission for their approval and then wait for response from the Wayne County Department of Planning. Once the above conditions are met a Conditional Use meeting would be held after the proper advertisements have been met as well as the notification of adjoining properties. Mr. Rivera was informed he would have apply for an additional conditional use for the café that they are opening on Roosevelt Avenue.

Mr. Carachillo was also asking for a conditional use hearing to put an amusement park ride at his location in the IGA parking lot. He was informed it would fall under temporary commercial/recreational use. He was informed that he would have to follow the same procedure as Black and Brass.

Planning Commission Mr. Natale stated that the Planning Commission would be meeting on March 9th .

Emergency Management - None

Crime Report - Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated the there was nothing new to report on the regional ambulance.

With no further business, Chairman Steffen made a motion to adjourn at 7:10 PM with a second by Supervisor Kmetz and all Supervisors voting yes. Next scheduled meeting is April 5 , 2021 at 6:30 PM.
