PALMYRA TOWNSHIP – WAYNE COUNTY APRIL 5 , 2021

Chairman Steffen called the meeting to order at 6:30 PM. Roll call of the Supervisors showed that Chairman Steffen and Supervisor Kmetz were present. Supervisor Hanf was unable to attend.

Supervisor Kmetz made a motion to accept the previous month’s minutes as written with a second by Chairman Steffen and all Supervisors voting yes.

Treasurer’s Report is on file as well as posted on the back wall. Ms. Powderly explained that she closed out the Building Code Account by transferring it to the General Account because the PNC Bank in Hawley will be closing on June 11th and the Township will be transferring the General Account to the Dime Bank.  Chairman Steffen made a motion to accept the Treasurer’s Report with a second by Supervisor Kmetz and all Supervisors voting yes.

The bills are on file as well as posted on the back wall. Chairman Steffen made a motion to pay the bills with a second by Supervisor Kmetz and all Supervisors voting yes.

Police Report was given by Officer Moser and is on file.

Fire Report was given by Scott Mead and is on file.

Ambulance Report was given by Jeff Phy and is on file. He stated that the Lake Region EMS is fully licensed for 3 years. They now can cover 24 hours a day 4 days a week as well as covering 18 hours a day for 3 days of the week.

Chairman Steffen explained that he attended the Ambulance Committee Meeting on March 31 t at the Hawley Borough Building. Topics discussed were to provide adequate and reliable service to the participating municipalities that include Paupack Township, Hawley Borough and Palmyra Township-Wayne County with the possibility of adding Palmyra Township-Pike County and Lackawaxen Township as well as discussing the options of forming an authority versus an inter-municipal agreement. He stated after much discussion that an Inter-Municipal Agreement would be the best way to go and each municipality present would discuss and get approval from their board for the next meeting. Chairman Steffen made a motion to become part of the inter-municipal agreement committee with a second by Supervisor Kmetz and all Supervisors voting yes.

Road Report was given by Road Master Kmetz and is on file. Road Master Kmetz went on to explain that we will be buying a new plow for 2019 truck through the piggy-back program as well as selling the original plow that came with the 2019 truck. He stated that he had gotten quotes for a 2020 4x4 International truck with plow for approximately $95,000.00 and spec’s for 4x2 truck for $85,000.00. After some discussion, Chairman Steffen made a motion to allow Road Master Kmetz to buy a used vehicle up to $70,000.00.

Correspondence - The Township received its normal newsletters, pamphlets, brochures and magazines that are posted on the back wall.

Chairman Steffen made a motion to adopt Resolution 2021-02 giving our support in reference to the lawsuit filed by Senator Lisa Baker, the Wayne County Commissioners and Senator Yaw against the Delaware River Basin Commission with second by Supervisor Kmetz and all Supervisors voting yes.

Zoning Report was given by Mr. Natale and is on file.

Public Comment - None

Planning Commission - Mr. Lopatofly from Kiley Associates informed the Board that they had met all requirements of the Wayne County Department of Planning for the Quinn, Christopher & Helen subdivision/addition located in Woodledge Village. With that being said Supervisor Kmetz made a motion to approve the subdivision with a second by Chairman Steffen and all Supervisors voting yes.

In regard to the Black and Brass Conditional Use and Carachilo Condition Use, Mr. Natale explained that when he called the Department of Planning he was informed that they did not need to respond unless the conditional use involved a land development or new construction. It was again explained to Mr. Rivera the procedure that is needed for a conditional use which is posting of the property, notification of surrounding property owners and then the advertisement of the conditional use meeting. Solicitor Treat told Mr. Rivera to make sure that he sent the letters of notification to surrounding neighbors by certified mail. Chairman Steffen made a motion to have the Conditional Use hearings on May 3, 2021, starting at 5:15PM for Mr. Carachilo and 5:30PM for the 2 Black and Brass hearings with a second by Supervisor Kmetz and all Supervisors voting yes.

Emergency Management -Chairman Steffen made a motion to adopt Resolution 2021-01 (Wayne County 2021 Hazard Mitigation Plan Municipal Adoption) with a second Supervisor Kmetz and all Supervisors voting yes.

Crime Report -Supervisor Kmetz stated there was nothing to report.

Solicitor’s Report - Mr. Treat stated the there was nothing new to report.

Public Comment - None

With no further business, Supervisor Kmetz made a motion to adjourn at 7: 27 PM with a second by Chairman Steffen and all Supervisors voting yes. Next scheduled meeting is May 3 , 2021 at 6:30 PM. Conditional Use hearings start at 5:15PM
